STARS ID Numbers

What is a STARS ID Number? Why do I need one?
Your STARS ID Number is necessary for you to access your STARS record in the STARS Registry and allows approved trainers and organizations to update your training history.
How do I get a STARS ID Number?
The ONLY way to get a STARS ID Number is to fill out a STARS ID Request form. Forms are available in English and Spanish.

I sent in my STARS ID Request. How long does it take to get a number?
15 business days after WAEYC receives your request form.

I had a STARS ID number, but I have been out of the field for a while. Do I need to apply for a new STARS ID Number?
No, call WAEYC (253) 854-2565 x17 to get your ID Number.

I have taken many STARS classes over the past years so I should have a STARS ID Number, right?
It is possible to take training without ever filling out a Stars ID Request form, but the ONLY way to get a number is filling out that form. Call WAEYC (see above) to see if you have a number.

I forgot/don’t know my ID Number. How do I get it?
Call WAEYC (see above) to get it.

My Registry Record

I tried to Log In and received a message that I am locked out. What do I do?
Call WAEYC (253) 854-2565 x17.

I forgot/don’t know my password. How do I get it?
If you have an email address in the Registry you can try the email link that pops up after you click on Log In. If that doesn’t work, call WAEYC.

Am I able to see and update my Registry record?
Yes, click on Log In on the upper left side of this page. Enter your STARS ID Number and password. Click on My STARS Profile to view your record. To update your record, click on Edit Provider Record (upper right corner). You need to click Save and Submit at the bottom of the page for your changes to be made.

How often and what may I update on my Registry record?
Whenever there is a change you can update your personal information, license and employment information, job title and health certifications.

How does the training part of my Registry record get updated?
While in your record click on Printable Profile (Verification Report). Print it, attach STARS certificates or Early Childhood Education transcripts from colleges in Washington state and mail to WAEYC 841 N Central Ave Suite 206, Kent, WA 98032. If you do not have a printer, you can mail a copy of your certificate or transcript with your name and STARS ID Number on it. Do not submit a STARS ID Request to get your Registry record updated.

What information is needed on my STARS certificate for you to update my record?
Your certificate needs to contain the title of the class, how many hours it was for, the STARS approved trainer/training organization name and ID Number, your name, and the date that the training was completed.

I completed a STARS approved online training in January of a given year, but my record in the STARS Registry says I completed it in December of that same year. Why is that?
All self-paced trainings are unique; providers start and end on different dates. The training sources may have the available training reported in different ways. As long as your training is reported in the same calendar year that you completed it, your certificate will have the actual date you completed the training.

I started a training in December of a given year (let’s say 2008) and completed it in January of the next year (2009). I want my record to show that I completed the training in the year I started it. Is that possible?
No. Training hours are credited to the year that a provider COMPLETES the training.

STARS Training

How many hours of training do I need each year?
After meeting the 20-Hour Basic requirement, participants need to take 10 hours of continuing education.

If am an assistant, volunteer, cook, etc., am I required to take STARS training?
Have your employer contact the program licensor.

Are there extra hours that I have to take if I am a Director, Program Supervisor or Site Coordinator?
No, but some of the required 10 hours must be in Administration. (Check with your licensor).

Can I get STARS hours for my CPR, First Aid and HIV certification?
No, that is a separate Washington Administrative Code requirement.

I attended an orientation about getting licensed. Does it count for STARS Training?
Taking a licensing orientation does not count for STARS hours.

To search for training, do I need to log in to the Registry?
No, click on the blue box that says Training in the upper left corner of this page.

How do I get credit for STARS Training?
STARS approved training sources will report the training in the Registry as long as you provide your ID Number and complete the training.

How do I know if a trainer/training organization is currently STARS approved?
You can look up approved trainers and training organizations by clicking on the blue boxes on the upper left corner of this page.

Can I take training that is not STARS approved and still get credit?
Possibly. Read the “Continuing Education Proposal” section below for more detail.

I took an out-of-state Early Childhood Education college course. Could I send in the transcript so I can get STARS credit?
You will need to submit a Continuing Educational Proposal Form. See that section below for more detail.

I forgot to bring my STARS ID Number to the training or I didn’t have one at the time. What do I do now?
You can contact and give the training source your ID Number within 30 days of completing the training and then they will report the training. If it’s after the 30 days send a copy of your certificate with your name and STARS ID Number on it to

I took a STARS training and did not receive a certificate. How do I get a certificate?
Contact the training source and request the certificate be mailed to you.

I have taken more hours than the annual hours required. Could those extra hours count for next year?
Ask your licensor.

I checked my record and realized I did not take all the hours I was required to take last calendar year. What do I do?
Ask your licensor. You may be able to take the remaining hours and add them to the 10 hours for this calendar year.

I completed a training last week. Why is not in my record?
If you gave the trainer/training organization your STARS ID Number, they have 30 calendar days to report the training.

Educational Exemption

What is an Educational Exemption?
It is one way to meet the 20-Hour Basic Training requirement. If you have any of the following you may apply for an educational exemption:
  1. Current CDA or equivalent credential (as approved by Washington STARS),
  2. 12 college quarter credits specifically in early childhood education or child development, or
  3. Associates (or higher) Degree in an area listed on the STARS ID Request form or the Verification Report.
Those working in a setting licensed as either school-age or family child care have additional options.

How do I apply for an Educational Exemption?
If you don’t have a STARS ID Number yet apply on the STARS ID Request form. If you have a STARS ID Number apply through a Verification Report (See Registry Section above for more detail).

Do I need to attach documentation?
Yes, your exemption will be denied if certificates/transcripts are not attached.

Continuing Education Proposal

When do I use this form?
Use this form to request that a college course (outside of the early childhood department) or other training that is not given by a STARS approved trainer or organization count towards the 10 hours of Continuing Education requirement.

How would a training count for STARS credit?
The training must relate to one or more of the 11 Washington State Core Competency Areas (refer to the Continuing Educational Proposal form Application Link From Registry under STARS Forms English or Spanish ) and the training must be one of the following:
  1. Training provided by an organization outside of our professional field (e.g. local hospital, chamber of commerce),
  2. A college class that is NOT within a college's Early Childhood Education Department,
  3. Distance Learning by an out-of-state sponsor,
  4. In-state training by an out-of-state or national sponsor (e.g. National Family Child Care conference held in WA), or
  5. Out-of-state training by a nationally recognized sponsor (e.g. National Family Child Care conference held in NY).
What documentation do I need to provide?
An official description of the training (e.g. a handout, brochure, syllabus) from the organization/trainer that provided the course/training and proof of attendance. Proof of attendance may be a copy of a completion certificate, a copy of a transcript, or a letter from the trainer/organization that includes the number of hours/credits earned, the date(s) of the training, your name, training/course title, and name of the trainer or organization. A course description/flyer with an instructor's signature on it does not qualify as proof of attendance or completion.

I’m taking a training that is not STARS approved can I get it approved before the training?
Pre-approval requests must be submitted at least 15 business days before the training begins.

Training Reimbursement

What do I need to be reimbursed for training?
A scholarship application in English or Spanish , a copy of your certificate (from a STARS approved source) and receipt.

How long after taking the training can I apply for reimbursement?
Within 90 days of completing your training.

Who can be reimbursed?
Anyone working in a licensed facility whose licensor mandates they participate in STARS. (See the scholarship application for job titles).

How much can I be reimbursed?
Participants may receive a one-time award of up to $150 toward STARS 20-Hour Basic training and up $100 each calendar year toward continuing education (annual requirement of 10 hours). Scholarships are awarded to eligible applicants on a first-come, first-served basis as long as funding is available.

Can I get reimbursed for taking First Aid, CPR, and HIV classes?
No, they are not STARS approved.

How long does it take to be reimbursed after I turn in my completed application, certificate and receipt?
WAEYC will respond within 15 business days of receiving your application.

If I take the STARS 20-Hour Basic training before I become licensed, can I be reimbursed?
After becoming licensed you may apply as long as it’s within 90 days of completing the training.

Do I need a STARS ID Number to get reimbursed? If I don’t have a number, can I send the STARS ID Request form in with my scholarship application?
Yes, if you don’t have a number, send a STARS ID Request form, reimbursement application, certificate, and receipt to WAEYC at the same time.

How many times can I apply for reimbursement each year?
You may apply up to 2 times in a calendar year. You may attach multiple trainings to each application as long as it is within 90 days of completing your training.

If my application was denied because I forgot my certificate, may I reapply with my certificate attached?
Yes, as long as we receive everything within 90 days of you completing your training.

Can I get reimbursed for taking a college class?
Yes, if it’s within a college's Early Childhood Education Department.

When I apply for reimbursement will I also get credit for the training?
No. See STARS Training to find out how to get credit.

If I pay for someone else to attend STARS training may I be reimbursed?
No, the reimbursement was designed to help those taking the required STARS training.

I paid for my staff to attend STARS training and the receipt has my name on it. What needs to be on the receipt so my staff can be reimbursed?
Send the original receipt with a list of who payment was for and how much per person.


Trainers and Training Organizations

Approval and Renewal

I would like to become a STARS trainer or training organization. How do I apply?
By filling out the necessary forms for
How much is the application fee?
$100.00 for the Trainer Application. $150.00 for Training Organization Application.

When do I apply for renewal?
Trainers are approved for up to one year (July 1 - June 30) and training organizations are approved for up to one year (January1 – December 31).

How much is the annual renewal fee?
Trainer - $50 and Training Organizations - $75.

How do I become approved to train in additional audiences (e.g. Center, School-Age, Family)/core competency areas (e.g. Administration, Child Guidance, Professionalism)?
Submit an application with documentation of education and experience and a $25.00 fee.

What are the teaching adults requirements?
For the 20-Hour Basic Trainer Applicant, 1 college quarter credit OR one 8 to 10 hour teaching adults course. For the Continuing Education Trainer Applicant, 10 hours of experience teaching adults.

Where can I take a training that meets the 8-10 hour teaching adults requirement for the 20-Hour Basic Trainer Application?
Community colleges, trainers and training organizations, check the Registry or contact WAEYC Trainer Services at (253) 854-2565 x15.

If approved in the core competency area of Health, Safety & Nutrition, can I give participants STARS credits for the First Aid/CPR, Bloodborne Pathogens, or HIV/AIDS class?
No, one training cannot be used to meet two different licensing requirements. For example, an HIV/AIDS/Bloodborne Pathogens, First Aid/CPR or Food Handlers class cannot be used to meet the STARS continuing education requirement.

I didn’t send in my renewal application on time. Am I still STARS approved?
Trainers and training organization who do not renew by the due date must re-apply for approval using a Trainer/Training Organization Application.

Reporting Training

How do I report training I am offering?
Report training online in the Registry. Use your trainer/training organization STARS ID Number and either add an available training or enter training completions.

Should trainings be reported in the Registry prior to the start date?
Posting training on the STARS Registry a few weeks prior to the start date helps providers find training. Report training within 30 calendar days of the training end date.

How should I report trainings offered in different languages?
Report the training as two separate trainings. Providers can then find training that best meets their needs.

Can training provided last year still be reported in the Registry?
Past, current and future trainings may be entered online at any time. However, if a training roster needs to be updated 60 days after the training end date, the trainer/training organization should complete and submit a STARS Training Completion Report to WAEYC.

How do I delete or edit an available training?
To delete or edit training, contact WAEYC Trainer Services at (253) 854-2565 x15.

If a provider completed my training and did not have a STARS ID Number, how do I report it?
You only need to report participants who gave you their STARS ID Number.

How do I report conferences in the STARS Registry?
Each workshop or session should be reported in the STARS Registry as if it were a separate training. Conference sessions that count for STARS credit must include learning outcomes. Special events such as vendor exhibits, luncheons, and award ceremonies are not eligible for STARS credit.

Certificates, Receipts and Evaluation

What information do I need to include on my certificates of completion?
Certificates need to include:
  1. Name of participant
  2. Title of training
  3. Date(s) of training
  4. Number of hours of training
  5. Name and signature of approved trainer/organization STARS contact
  6. Trainer/training organization STARS ID Number
  7. Core Competency Area(s) (for continuing education only)
  8. Audience: family child care, school-age program, or child care center/mixed group (for 20-Hour Basic only)
What information is needed on a receipt of payment?
Receipts of payment needs to include: date, payer name, payment amount, who is being paid, what payment is for and for whom payment is made (if applicable).

Who in our organization can sign the certificate of completion?
The STARS contact person or trainer providing the training.

Do I have to use the STARS evaluation form?
As of October 1, 2009 you need to use the STARS standard evaluation form and ask providers to complete an online evaluation.

Do I need to mail evaluation forms to WAEYC?
No, keep them for one year. WAEYC may request them.

Is there a manual that includes my responsibilities as a STARS trainer/training organization?
Yes, the manual is located on the WAEYC website. You can access the manuals directly for either Trainers or Training Organizations.

How do I update my contact information in the Registry?
Click on Log In on the upper left side of this page. Enter your trainer/training organization STARS ID Number and password. Click on My STARS Profile and then on Edit Record (upper right corner). You must click Save and Submit at the bottom of the page for your changes to remain.

What curriculum do I use for the STARS 20-Hour Basic Training?
There is sample curricula in the Trainer Manual. The Model Curriculum for Basic Child Care Center Training is available for download here.

Training Self or Own Staff

Can I get STARS hours for the training I provided myself?
A trainer cannot be credited with STARS hours, counting toward STARS requirements for a training which he/she provided.

How many hours of STARS training can I provide to my own staff?
At least 4 of the 10 required continuing education annual hours must be obtained from training offered in the community.

If I am approved to offer the 20-Hour Basic Training, can I train my staff?
Yes, trainers may offer the 20-Hour Basic Training to their staff.
